Cooling Centers and City Services Update for Friday, July 12.
The city continues to support dozens of facilities for cooling and charging. The Houston Health Department recommends people without electricity consider delaying storm-debris cleanup until their power is restored to avoid heat-related illnesses. Once power is restored, people can take frequent breaks in their air-conditioned home.

Houston Public Libraries
The following Houston Public Library locations will be open on Friday, 7/12/24 and Saturday, 7/13/24 9am-6pm both days. Enjoy books and DVDs or visit to cool off, work, or charge your devices. HPL has free computer access, indoor and outdoor Wi-Fi, water fountains and public restrooms. On Friday, July 12, services expand to include pet adoption and lost pet services, accessible through the Wellness Center entrance at 3200 Carr St. and sick or injured pet intake the back entrance at 2700 Evella St.
Municipal Courts have resumed all normal court operations. Case resets for Monday, July 8 and Tuesday, July 9 will take place in person at all City of Houston court locations through Tuesday, July 16, 2024, until 5 p.m. Please visit the Municipal Courts’ website at http://www.houstontx.gov/courts for information on all court locations and hours of operation. It is important to note that if an individual fails to reset their case(s) during the reset period (7/10/2024 through 7/16/2024), an arrest warrant may be issued.
The Houston Health Department recommends the precautions below to avoid heat-related illness such as heat exhaustion or heat stroke.
• Drink more water. Drink lots of liquids even before getting thirsty, but avoid beverages with caffeine, alcohol, or large amounts of sugar because these can result in the loss of body fluid.
• Conduct outdoor work or exercise in the early morning or evening when temperatures are not as high. Outdoor workers should drink plenty of water or electrolyte replacement beverages and take frequent breaks in the shade or in an air-conditioned facility. People unaccustomed to working or exercising in a hot environment need to start slowly and gradually increase heat exposure over several weeks.
• Wear light-colored, loose-fitting clothing that permits the evaporation of perspiration.
• Do not leave infants, children, senior citizens, or pets unattended in a parked vehicle, even if the windows are cracked open. Check to make sure everyone is out of the car and don’t overlook children who may have fallen asleep.
• Wear a wide-brimmed hat to help prevent sunburn as well as heat-related illness. Apply sunscreen, which protects from the sun’s harmful rays and reduces the risk of sunburn.
• Seek accommodations in air-conditioned facilities during the heat of the day if the house is not air-conditioned: a relative’s home, multi-service centers, malls, movie theaters, libraries, etc.
• Take frequent cool baths or showers if your home is not air-conditioned.

Remember to take pictures of your storm damage. The damage assessment process is critical to being eligible for Independent Assistance from FEMA. Report all damage to your property to the State of Texas using the iSTAT tool- https://damage.tdem.texas.gov/
Those with insurance should contact their insurance companies before applying for FEMA assistance. FEMA will only cover damages beyond the scope of the property owner’s insurance plan.
If you cannot remove debris and “muck & gut” your property yourself, help is available. Contact the Crisis Cleanup hotline at 832-509-2977.
Be mindful of scammers who will take advantage of the situation.
Houston Police Department recommends the following:
Use local companies. Check references, phone numbers and addresses.
Get more than one bid. Get bids in writing. Reject offers to waive your deductible. That’s contractor fraud.
Don’t pay up front. If a disaster is declared, contractors from outside your area can’t ask for payment before they start work.
Report all scams and fraud to the Texas Attorney General at (800) 621-0508.
